This Asbestos Building Inspector Initial training course accredits individuals to assess the condition of asbestos material and report the results. Any person who performs the tasks involved in the asbestos survey, identification and assessment of the condition of asbestos and asbestos material, or who is involved in the collection of bulk samples of asbestos material for laboratory analysis, needs this training.

Training for asbestos abatement professionals is required under the Asbestos Hazard Emergency Response Act of 1986 (AHERA), which is the authority under which EPA issued the EPA Asbestos Model Accreditation Plan. This course has been granted full approval by the EPA and various States to meet AHERA and ASHARA accreditation requirements for asbestos work in K-12 schools, as well as in public and commercial buildings.

OSHA requires that all surfacing material - (i.e. sprayed-on or trowled-on materials) and all thermal systems insulation must be presumed to be asbestos containing materials (PACM) in buildings constructed before 1981. OSHA also requires that in these same buildings, all vinyl, resilient, and asphaltic flooring, and the associated mastics and backings must be assumed to be asbestos containing. Only laboratory analysis of samples obtained by a trained and certified asbestos building inspector can rebut OSHAs position on PACM or flooring in buildings constructed before 1981. Building owners, and those involved with construction activities, must identify all asbestos containing materials in the areas of construction via due diligence.

An Asbestos Inspector must possess a valid Inspector certificate and have a copy of their certificate with them at all times while working on the project. This workshop prepares you to immediately apply your knowledge to the field, with extensive hands-on training and real-world examples from experienced instructors. It combines lectures, discussions, and hands-on demonstrations.

ParkingSeagull Environmental is in the process of moving. Students are asked to meet at 8:30am at USA GROCERS at 2349 NW 9th Avenue, Fort Lauderdale, FL 33311. At this location, after secure parking, a transport vehicle will transport you to Seagull's temporary training location where parking is unavailable, only three blocks away. A free lunch is offered or you may use your personal UBER Eats account for delivery. The transport vehicle is equipped with dual air sanitizing devices with HEPA, charcoal and electrostatic filters. The vehicle is sprayed with sanitizer after each use.
STATE REQUIREMENTS (Asbestos Building Inspector Initial)**
Individual PrerequisitesAsbestos consultants must meet one of the following: Hold a current, active Florida license as a professional engineer, architect or geologist OR Be a diplomat of the American Board of Industrial Hygiene OR Be designated as a certified safety professional by the Board of Certified Safety Professionals. AND Must show satisfactory completion of ALL the following: A three-day inspector course; A two-day management planning course; A three-day project designer course; A three-day respiratory protection course; State Asbestos Consultants’ examination. Consultants must also demonstrate satisfactory completion of at least 10 asbestos projects within the last five years, which must be verified by the owner of the project, including notarized certification, and be submitted on the project verification forms provided with the application.
Accrediting BodyFlorida Asbestos Licensing Unit
Individual App RequirementsIndividuals who wish to conduct an asbestos survey, develop an operation and maintenance plan, monitor and evaluate asbestos abatement or prepare abatement specifications are required to be licensed by the state of Florida as an Asbestos Consultant. Government employees who have completed training described in Chapter 469.002, F.S. and performs work solely for his/her employer is not required to seek licensure with the state.
Individual Exam And FeesFor the FL Asbestos Consultant License, participants are required to take the state Asbestos Consultant Examination. This is a 3rd party exam and is not provided during the training classes.
Company Application RequirementsThe Asbestos Consultant application fee is $367.50, plus a $32.50 testing fee. The cost to renew for consultants is $155.00
Refresher TrainingConsultants must complete two days of refresher courses for each year of the license biennium for a total of 32 hours. All continuing education must be completed before licenses may be renewed. The course break down is as follows: One-half day surveys and mechanical systems (inspector) course; One-half day management planning course; One day project designer course
ReciprocityNo. Florida does not currently have reciprocal agreements or criteria for endorsement of applicants from other states. You must meet the Florida requirements for licensure and receive a passing score on the Florida examination.

It is wrote on our arrival instructions to arrive 10 minutes early but when the door is locked and no one that works there shows up to unlock the doors until after 8:30 is an issue. Breaks were very sporadic and often not given until 30 minutes before lunch and also right before the class ended for the day. Class materials are very out dated and I am sure that some regulations have been updated since 1990's and the discussions pertaining to these materials is choppy and one topic is not completed before another completely different subject is started then you go back to the previous topic, which causes confusion in the class. It would also be nice to physically learn how to take the bulk samples rather than only having an hour long discussion on this topic.

The course made the process easy and about as entertaining as it could be. Instructors were knowledgeable and bent over backwards... The course made the process easy and about as entertaining as it could be. Instructors were knowledgeable and bent over backwards to explain/ find out answers to very specific scope of work questions. The videos were old but still had relevant/ required information. Sometimes the information seemed to dive deep into the weeds for a inspector class but it is explained that this is required info so even people starting their own inspection company can be covered. Learned a lot and after going through the class I wouldn't interact with any jobs that even had the potential of asbestos involvement without someone certified on staff.

I found the class to be greatly improved from my first experience with Seagull in the mid 90s, in Tennessee. Back then it... I found the class to be greatly improved from my first experience with Seagull in the mid 90s, in Tennessee. Back then it was a 'no-frills' operation that only served coffee for refreshments. As back then, in this iteration, the chairs were not comfortable to sit upon so I had to bring extra padding. However, what made this experience more valuable to me was the direct interaction with Mr. James Stump. His perspective on the industry as a whole; clear knowledge of the regulations; and intent of the regulations were informative and refreshing. Coming form an industrial hygiene background, I found greater value in Jim's daily virtual-driven lectures than I ever did from William Spain's or Eva Ewing's lectures back at Georgia Tech - both of whom I highly respect.
