More information from the NYC Department of Environmental Protection:

The Restricted Asbestos Handler Certification is issued to a worker who has completed this training course and is certified by the New York State Department of Labor (NYSDOL) and the New York City Department of Environmental Protection (DEP) to perform construction work during the preparation of or during asbestos abatement work.

The Restricted Asbestos Handler may perform electrical work, carpentry, and other specialized tasks (i.e., lighting, ventilation, enclosing the work area, etc.) necessary for the proper containment of a work area. They are allowed to enter the contained work area for a limited period of time to perform the specific tasks mentioned above in preparation for the actual abatement work. They may only perform those particular job functions specified in their application for certification (i.e. electrical work, carpentry, etc.), and they may not engage in an asbestos project before obtaining a “Restricted Asbestos Handler Certificate” issued by NYSDOL and DEP.

NYSDOL issues a Restricted Asbestos Handler Certificate/Allied Trades Certificate and DEP issues an Asbestos Handler Certificates. Both certificates are issued in the form of photo identification cards. The DEP certificate is valid for two years, and the NYSDOL certificate is valid for one year.
