This New York City Fire Department (FDNY) accredited course is required for existing Fire Safety Directors (FSD), Fire Safety and Emergency Action Plan (FS/EAP) Directors and new Fire & Life Safety (FLS) Directors. This FDNY Active Shooter and Medical Emergency Preparedness course is also available to the public and may be of interest to building owners or others responsible for the safety of individuals within an occupied building.
Ultimately, the FSD and FS/EAP Certificate of Fitness (COF) will be replaced by a single COF, the FLS Director (F-89), which will be used in both office buildings and hotels. To begin this transition, per RCNY 113, of the 2014 NYC Fire Code, the ASMEP training must be successfully completed by 9/4/17 or before the expiration of the current Certificate of Fitness (COF) for all existing FS/EAP, FSD and new FLS Director applicants.

This Active Shooter and Medical Emergency Preparedness Training Course Curriculum provides a general guidance to Fire and Life Safety (FLS) Director and the building owners to mitigate the damage or injuries resulting from active shooter and medical emergency incidents occurred in high-rise buildings. Topics covered will include active shooter emergencies, “avoid, barricade, confront, response”, emergency preparedness, and Medical emergencies and 911.

Who Should Take this Course?
All Fire Safety Directors (F-25 or F-58) and Emergency Action Plan Directors (F-59) Certificate of Fitness holders must complete an active shooter and medical emergency training course from an accredited school by September 4, 2017 or before their current certificate of fitness expires, whichever is sooner.
Note: Students are required to complete 100% of the course and achieve a minimum passing score of 70% on the 20-question multiple choice graduation exam to receive the course completion certificate and verification letter. Students are allotted 1 hour to complete the exam, which is not open book. Students who do not pass the end-of-course test will be extended a second opportunity to take the exam. It is the student’s responsibility to contact TSCTA to schedule their retake exam within one week of the original class date.
Students who do not successfully pass the exam a second time will have the option of registering for another Active Shooter and Medical Emergency Preparedness Course at a reduced price of 50% of the original course fee. Students must contact TSCTA to schedule and pay for the retake class within 6 months following the original class date. After 6 months, students will be required to pay the full course fee.
