New York City Local Laws 5/73 and 16/84 require a FSD certified by the FDNY to be on duty at most buildings falling under one of the following CLASSES:
- A Group 1-4 (assembly)

Only one FSD can be designated, with expected duties at the location to include conducting fire drills, evacuations, related activities such as organizing, training, and supervising a fire brigade.
