NOTICE: Seagull Environmental is in the process of moving. Students are asked to meet at 8:30am at USA GROCERS at 2349 NW 9th Avenue, Fort Lauderdale, FL 33311. At this location, after secure parking, a transport vehicle will transport you to Seagull's temporary training location where parking is unavailable, only three blocks away. A free lunch is offered or you may use your personal UBER Eats account for delivery.
The transport vehicle is equipped with dual air sanitizing devices with HEPA, charcoal and electrostatic filters. The vehicle is sprayed with sanitizer after each use.
This 2-day Lead Risk Assessor Certification Initial training with Seagull Environmental Training includes how to conduct an on-site investigation to determine the existence, nature, severity, and location of lead- based paint hazards, and the creation of a report by the person or the lead firm conducting the risk assessment, explaining the results of the investigation and options for reducing lead-based hazards. Course includes EPA’s model training materials.
Participants must have a valid Lead Inspector training certificate to attend the Risk Assessor training. Please also verify that you meet the education and experience requirements listed below prior to registering.
Those working in industrial or public building settings other than target housing or child occupied facilities, generally, do not need government certification or licensing. All that is required is your training certificate achieved in this class.
Federal and/or State Certification and Licensing
Those wishing to conduct risk assessments in target housing or child-occupied facilities built before 1978 must achieve a federal or state certification/license, depending on the state(s) where they intend to work.
For those wishing to achieve either a federal or state license, or both, the following is exceedingly important:
No training provider, of which we are aware, is approved for all courses in all locations for lead activities. Seagull will aid you in navigating through the maze of approvals, certifications and/or licenses needed resulting from the varied laws, rules, and regulations of states and the federal government. It is important to note that no course certification or license, state or federal, is accepted everywhere for target housing and child-occupied facilities.

40 EPA authorized states have their own, unique programs requiring certification or licensure. Many of these states do NOT accept EPA training or that of other authorized states.
The remaining states are EPA-Controlled (NY, SC, FL, MT, SD, WY, ID, NV, AZ, NM, AK). EPA DOES accept current authorized state certifications/licenses and previous state third-party examinations toward EPA certification/licensure.
Federal Certification/Licensing
When applying to EPA, it is much, much simpler to license with a state, then, use that state license to get your EPA license and Seagull will submit your paperwork for you.
State Certification/Licensing
Seagull training is directly approved by GA, AL, IL, UT, and PA
Seagull training is accepted by NC and many other states.
Licensing Requirements (Fed or State)
Meet or exceed the following experience and/or education requirements:
(I) Bachelor’s degree and one (1) year of experience in a related field; or,
(II) An Associate’s degree and two (2) years of experience in a related field; or,
(III) Certification as an industrial hygienist, professional engineer, registered architect and/or certification in a related engineering/ health/environmental field; or,
(IV) A high school diploma (or equivalent), and at least three (3) years of experience in a related field.
Students are responsible to verify these requirements prior to registering for a course. There are numerous reciprocity agreements with EPA and other states with authorized lead-based paint programs. Your state may accept training for certification programs from those training providers accredited by EPA or other state authorized programs. Because reciprocity agreements are subject to change, it is strongly recommended that you contact your state's lead program before taking training from an outside source.
